The Noblesville Department of Planning & Development is currently undergoing a complete digitalization process of its records and building permit processes in order to create easier access for developers, those in the construction industry, and Planning Department staff.   Planning staff are in the process of scanning existing paper files into the database and from this point forward, developers must now submit plans for commercial and residential projects digitally.  Planning, Engineering, MS4 (Stormwater), and Fire Safety reviews are now done digitally, and field notices and correspondence with builders is now one hundred percent digital.  Some improvements have come about through a consulting partnership with 2 x 4 Technologies. 

            "One of the goals of the City of Noblesville is to make it as easy as possible to do business with us," said Mayor John Ditslear.  "By instituting digitalization in the Planning Department, that is one more way to help us achieve that goal with the development community."

            Some of the benefits of the digitalization process include having all files in one location that is protected as well as easily accessible to all city departments whether in the office or in the field; saving money and increasing staff efficiency by significantly reducing the use of paper and storage needs as well as reducing the time required for copying, scanning, and faxing; providing multiple staff members with the ability to answer questions since the information is completely integrated into the database and is easily accessible to all staff; and providing instant feedback to builders and subcontractors.

            One long term goal for this process which will be achieved within the next year is launching an interactive database which will allow builders to schedule inspections online, review the status of their applications, and securely pay development fees online.
