Explanation of Charges

RESIDENTIAL CUSTOMERS

Each single family residence and residential duplex with separate water meters is billed a flat rate of $46.13 per month. A $12 credit per month is available to any owner-occupant who is eligible for, and has filed: a claim for an over age 65 deduction for property taxes, or a claim for a blind and disabled deduction for property taxes, or a claim for a disabled veteran or surviving spouse deduction for property taxes. NON-RESIDENTIAL CUSTOMERS

Charges are based on water meter size and average water consumption during the winter months.

RESIDENTIAL RENTAL CUSTOMERS

The rates and charges for all residential rental properties shall be charged to the owner of the real estate as shown by the land records maintained by the Hamilton County Auditor.

Noblesville Utility bills are mailed the last working day of the month and are due the 15th of the following month. A ten percent (10%) late charge will be added to current charges if not paid by the due date. Failure to receive a bill does not waive penalties or charges against a customer's account. A $15 returned check fee will be charged for all NSF payments.

A 24-hour drop box is available at the utility billing office for payments via check or money order.

The processing company that provides the secure website for Noblesville Utilities' online payments charges the convenience fee and the utility does not receive any of these fees. If we were to absorb these convenience fees then we could potentially have to raise our rates on all customers to cover this cost. Currently only those customers choosing this payment option are required to pay for the convenience of paying online through our website. Many of our customers pay their utility bill online through their personal bank and generally there is no cost for this service. Those payments are then sent electronically from your bank to our bank. This may be an option for you if you prefer not to mail a check or pay the convenience fee. Noblesville Utilities banks with JP Morgan Chase and they provide a secure lockbox in Detroit where all of our remittance stubs and checks are scanned. Those scanned documents are then converted into a file format that we import into our billing system. The lockbox is a very efficient way to process large volumes of checks, the cost is minimal and those fees are not paid with tax dollars. The City of Noblesville Utilities continually searches for ways to accommodate our customers and do so in the most economical way possible.

TRASH INFORMATION

Trash service for City of Noblesville residents is billed through the Utilities Department. Effective September 1, 2020, the monthly charge per household is $13.85. All trash billing questions should be directed to the Noblesville Utilities Department at 317-776-6353.
