Specialized Units

In keeping with the mission of the Noblesville Police Department, it is necessary for the organization to have specialized units in order to facilitate all of our the demands that law enforcement is confronted with on a daily basis. Each of these units are staffed with specially trained officers and equipment specific to their mission. The officers who are assigned to these units do so as an additional responsibility to their regular duty assignments.

The Street Department's Urban Forester plans and conducts maintenance and planting programs within the city's right-of-way. The forester also conducts community education programs and events to inform the public about the proper care of trees and their importance to our community.

Tree Maintenance Programs

Under the direction of the urban forester, Street Department crews and private contractors perform maintenance of city street trees. This maintenance includes the removal of dead or damaged limbs, routine pruning, removal of dead trees and inspection of street trees.

Street Tree Planting

The city conducts tree planting using city funds and funding from state and federal grants when available. The planting of street trees may be performed by Street Department crews or private contractors hired by the city. Anyone wishing to plant or request the city plant a street tree in front of their home should contact Urban Forester John Easley for approval of the species and location. Many factors must be taken into consideration when planting trees in the right-of-way. Not only must obstructions above the ground be considered, but also infrastructure below ground and line of sight issues for motorized traffic and pedestrians.

 

Tree City USA

The City of Noblesville has continued to earn the designation of Tree City USA for the past 32 years. The city has held this designation longer than any other city in Hamilton County.

 

Earth Day/Arbor Fest

Earth Day/Arbor Fest is an annual event held to celebrate trees and the environment. It includes activities and presentations about trees and nature by the planting and care of trees by our Urban Forester. A big "Thank You" goes out to our Noblesville Tree Board for sponsoring this event. Please contact the Street Department for more details on when this event is held.

 

Hamilton County Tree Stewards

The Tree Stewards is an educational program for people with an interest in trees who wish to increase their knowledge. The program consists of a series of classes with presentations given by experts in their field. For more information, please contact our Urban Forester.

Parade Button Volunteer Sponsors Food Vendor

Face PaintingSince 1997, the Noblesville Fireworks Festival has been bringing families together to celebrate July 4th. The festival is FREE of charge and will offer plenty of activities for kids, teens, and adults; a live band; a variety of great food vendors; and a stunning Fireworks Show to end the evening.

To keep the activities and entertainment free, over $50,000 is needed each year. We would appreciate your support in becoming a donor or sponsor of this year’s Noblesville July 4th festivities.

Many sponsorship opportunities are available at levels ranging from $250 to $15,000. If you have questions or want more information about the event, contact [email protected] or call 317-776-6350.


VIP TABLES

Forest Park will have a limited VIP section where families and friends can purchase tables for the evening. These tables offer up-close seating to the live music performance, an exceptional view of the fireworks, and a great meeting place to safely gather and eat in between activities.

VIP table groups may bring in their own food and drink, participate in a table-decorating contest, and get access to separate VIP restroom options. This area expands the festival’s seating and viewing options. Tables seat eight people and will open to the public soon. Funds received for VIP section accommodations help with the costs of hosting the community event.

PARKING PASSES

Parking Passes are now available for purchase online thru Monday, July 1 (after this date, please contact the Noblesville Parks Department for availability at 317-776-6350 ext. 1) . These $25 passes grant access to the pool parking lot within Forest Park for the duration of the Fireworks Festival; the lot will open to parking pass holders at 6:00 p.m. Passes must be purchased in advance of July 4th as no one will be allowed into the park from State Road 19 without a pass.

VolunteersThe biggest challenge the Noblesville Fourth of July Festival Planning Committee faces each year is finding enough volunteers to staff the festival and parade. The city is seeking organizations, businesses, and individuals who would like to assist with inflatables or carnival games. Each organization is able to adopt as many stations as they believe can be filled with volunteers from 6 to 10 p.m. Organizations can wear matching T-shirts or volunteer vests.

A hospitality tent will provide food and drinks for volunteers in addition to organizations earning in-kind trade or discounted rates for facility rentals. Organizations volunteering with at least 10 volunteers and reaching 20 hours of service can earn a free 4-hour court or shelter rental.   • the downtown district, as defined in this project as Wayne Street (north), 11th/12th Streets (east), Hannibal Street (south), and John Street (west).

SITE INVENTORY

Site Inventory is the first step in the design process. During this step, information on the existing natural and built features within the project area is gathered and documented in map form.  Proper site inventory techniques lead to a thorough understanding of the project site and context, which then helps inform the designers. The information is used to form an analysis of the existing project area, helping identify problems, opportunities, and potential uses of a site. 

During the site inventory phase of this project, the design team identified destinations within the downtown district, locations of existing street trees and light poles, routes for pedestrian circulation, vehicular traffic patterns, site uses, and parking within the district. More existing conditions are documented in the renderings at the bottom of the page.  

 Site Uses

SITE CHARACTER

A photographic inventory of existing site features was compiled during the site inventory phase of the project. These images have been categorized as a way to visually show­ the collection of streetscape elements that currently exist within the downtown district. These images aid in the discussions about what can be done to strengthen the identity of the downtown district in order to create a sense of place. Questions that came out of the site character review are “What’s missing?, What elements fit best with the character of the area?”, and “Are there items that should be eliminated or changed?”

 

RESEARCH

Understanding the area of study is important to making design decisions that reflect and enhance the sense of place, including historical significance, previous planning projects, economic characteristics, and the existing demographics. Each of these have been studied for the downtown district.

Previous Planning

Noblesville has completed multiple planning projects over the past five years, many of which address specific areas of the downtown district. These plans have been approved by the entity that solicited the study and, in many cases, the City Council. The following elements have been gleaned from previously prepared documents and are being included in this Downtown District Streetscape Masterplan:

  • PLANoblesville Update (2013) – Documentation of the goals for the entire city, the downtown section focuses on development for Federal Hill Commons, the pedestrian bridge over the White River and the Riverwalk projects. All of these have either been built or will soon be under construction.
  • Logan Street Pedestrian Bridge (2016) – A pedestrian bridge and overlook crossing the White River along the south edge of Logan Street. This will be completely separated from traffic, creating a safe and attractive connection between Federal Hill Commons and the downtown square. Access to the Riverwalk and an improved crosswalk at SR 19 are included as part of the plan. Construction is anticipated to begin in 2018.
  • Alley Activation Plan (2016) – Classification of existing alley system to identify different uses for each section of alley, including park alleys (no vehicles), boulevard alleys (limited vehicular access), functional alleys (vehicular access allowed, enhancements for beautification included), and beautified alleys (residential focused area for vehicles, bikes, pedestrians, and beautification enhancements).
  • Noblesville Alternative Transportation Plan (2015) – An outline of strategies to integrate bike lanes and pedestrian space onto existing streets currently dominated by vehicular use.
  • Noblesville Downtown Parking Study (2016) – Documentation of existing parking availability in comparison to need, determining the need for a parking structure within the downtown district. This will allow the area dedicated to public right-of-way to be focused more on pedestrian uses.
  • Noblesville Parks Comprehensive Master Plan 2015-2019 (2015) – Documentation of goals for the next five years of the Noblesville Parks Department for the entire city. There are multiple parks within the downtown district:
    • Riverwalk Depot Park is a pedestrian gateway into the downtown district where the White River Greenway trail, which crosses the White River, intersects with the Riverwalk.
    • Federal Hill Commons, constructed in 2016, is a gateway into downtown district, as well as a destination for regularly-scheduled and special events.
    • Seminary Park – Revisioning of this park has been provided because many park programs that were previously hosted at Seminary Park are now being held at Federal Hill Commons. The edge of 10th Street between Hannibal and Division Streets can serve as a southern gateway into the downtown district.
    • The Riverwalk – Constructed in 2015 and 2016, the connection between Division Street and The Riverwalk Depot Park provides pedestrian access under Connor and Logan Streets, as well as four points of access into the downtown district.
  • Cultural Arts Strategic Blueprint (2015) – Documents the groups associated with arts and culture in Noblesville and develops a comprehensive view of strategies.
  • Nickel Plate Arts Master Plan (2018) – Outline of the goals of the Nickel Plate Arts group. This identifies Maple Avenue as an arts corridor within the downtown district/cultural arts district.

New Logo

The new logo design pays homage to our historic downtown with our uniquely Noblesville star brick featured at the top, the incorporation date of our fair city and a box encompassing the wording as a nod to our Downtown Square. Blue variant colors were selected as a signal to the two water attractions of our city, the White River and Morse Reservoir. The beauty of this streamlined logo features an “N” for Noblesville surrounded by the celebrated square brick star, unlike any other community. The delineation between the historic features in the logo and the fresh colors and clean design bring beauty, vibrancy and value.
